The U.S. Army Corps of Engineers (USACE) has released the Final Environmental Impact Statement (EIS) for Enbridge’s Great Lakes Tunnel Project — a key step forward in the federal permitting process for relocating a critical segment of Line 5 beneath the Straits of Mackinac.

Published February 6, 2026 after years of rigorous, science-driven review, the final EIS evaluates potential environmental impacts and incorporates extensive stakeholder input from across Michigan and the Great Lakes region. It clears the way for the Corps’ upcoming Record of Decision and permit issuance, expected after the current 30-day public review period ends March 9, 2026.

Enbridge described the release as a “true milestone,” reaffirming its commitment to protecting the Great Lakes, natural resources, and communities while making an already safe pipeline even safer. The project remains essential for reliable delivery of propane, natural gas liquids, and other energy products that NPGA members depend on to heat and power homes and businesses throughout the Midwest.

NPGA continues to advocate strongly for the tunnel’s approval and Line 5’s ongoing operation, building on prior legal and regulatory wins. This federal progress, alongside the pending Michigan Department of Environment, Great Lakes, and Energy (EGLE) permit renewal, brings the project closer to completion and long-term supply security.
