With government funding for Fiscal Year (FY) 2025 set to expire at midnight on Tuesday, September 30, Congress has yet to pass a government spending bill for FY 2026. If Congress fails to reach an agreement by Tuesday, the government will shut down.
The House of Representatives has passed a “clean” Continuing Resolution (CR) that would extend government funding until midnight on November 21, 2025. The Senate will continue consideration of this CR when it returns to Capitol Hill next week. If passed, this temporary CR would enable further negotiations between Republicans and Democrats on FY 2026 appropriations.
NPGA expects Congress to work until the September 30 deadline to keep the government open. If Congress fails to pass government funding, only essential functions can continue. NPGA’s regulatory team has been in contact with relevant agencies to ensure continuity of operations and seek specific guidance resulting from the impending shutdown. At this time, NPGA’s regulatory team does not anticipate any changes to its activities as a consequence of the shutdown.
